He was active in the Togei Theatre Company, Haiyu Sho-Gekijo, and Geinoza, later moving to A&E and finally belonging to Aoni Production. His son is actor and voice actor Otsuka Akio.
As a voice actor, he often played villainous roles, excelling at portraying characters that, despite being extremely petty, somehow retained a charm that made them hard to hate. He was also known for brilliantly portraying deeply evil villains and numerous heavy supporting roles. He described his range as covering everything from villains to handsome leads and secondary characters. Regarding his technique for playing villains, he said, "I make the character appear bad on the surface, but occasionally reveal glimpses of their human warmth. This adds depth to the character."
He was deeply passionate about acting, recognized by himself and others for his dedication. Even into his 80s, he diligently observed people to refine his craft. His charming and playful personality brightened the atmosphere on set, making him beloved by colleagues and younger actors.
His notable roles include Gol D. Roger in "ONE PIECE" and Ishikawa Goemon in "Lupin III."

On January 15, 2015, he collapsed on a subway while returning home after attending the New Year's gathering of Aoni Production and passed away at a hospital in Shinjuku Ward, Tokyo, due to ischemic heart disease.
