Fukuda Hirohiko is a music producer, composer, arranger, and keyboardist.

He graduated from the School of Letters, Arts and Sciences I at Waseda University. In past interviews, he has self-deprecatingly referred to himself as someone with a weak will who, despite having enrolled in the Waseda School of Letters with aspirations of becoming a filmmaker, easily shifted to becoming a musician over four years. Fukuda, in his blog and various writings, describes himself as a "parodist" and someone with a "quite severely warped personality," stating he prefers to "remain on the periphery rather than the center, maintaining a free stance." He fundamentally enjoys humor, declaring that "anything without humor is not art."

He has participated in the recording of over 1000 songs for numerous domestic artists. Together with Ubukata Noritaka, he developed the "Seifuku" sound software for the YAMAHA digital synthesizer DX7, which was released in 1984. The device swept the domestic studio industry and received high acclaim overseas.
